What are the tips to make an offer for a property?

Even though people advise to make an offer 10% lower than the asking price, it is not always the case, especially in a hot market region. Some listings have "over $XXX,000" asking price, if you really want to get the place you need to make an initial offer close to the minimum asking price. Some real estate agents don't treat you seriously if your offer is too low.

On the other hand, if the market is on the downturn, there's low demand but high supply, then take your time to make a low offer first and walk all the way up to your max bid.
